Open a new canvas 700x700 72 dpi white we can crop and resize later

Paste a frame of choice as a new layer place in the middle of the canvas resize to

Your liking take the selection tool set to point to point and make a selection all the way around the frame 

paste a paper of choice over the selected area invert and hit select none move below the frame layer then 

paste a tube/s of choice as new layers place them over the selected area and hit delete on each of them move 

below the frame layer and select none past another tube/s as a new layer and place these where you like 

paste the text as a new layer resize to your liking duplicate and place these where you like paste the berries 

and holly as new layers resize duplicate and place to your liking paste a paper of choice as a new layer place 

below all layers and add a mask of your choice to it merge group the mask layer paste one of the candles as a 

new layer resize and place where you like paste ornament 2 as a new layer resize duplicate and place these 

where you like add any other elements of choice to the tag add your filters and shadows crop and resize the 

tag add your name copyright info your credit if happy save as png
