Open
a new canvas 700x700 72 dpi white we can crop and resize later paste
a tube of choice as a new layer and place in the middle of the canvas
then paste frame as a new layer resize to your liking duplicate and
place these at the side of the tube take the magic wand and click
inside one of the frames modify expand by 3 and paste a tube of
choice over the selected area invert and hit delete select none and
move below the frame do the same for the rest of the frame then do
the same for the other frame
once
done paste a paper of choice as a new layer place below all layers
and add a mask of choice to it merge group the mask layer paste the
cloud as a new layer resize duplicate and place these behind the tube
layer paste the bubbles as a new layer resize duplicate as many as
you like and place to your liking around the tag paste the swirl tree
as a new layer resize duplicate and place these behind all layers but
above the mask layer paste the décor as a new layer resize and place
to your liking

the winged heart as a new layer resize duplicate as many as you like
and place these to your liking paste the dove as a new layer resize
and place to your liking paste the lantern and lock as new layers
resize to your liking and place where you like paste glitter as a new
layer duplicate and place these to your liking paste the glass ball
and lights as new layers resize to your liking duplicate and place
these where you like add any other elements to the tag if you like
add your filters and shadows to the tag crop and resize the tag add
your name copyrite info your credit if happy save as png
