open a new canvas 700x700 72dpi white we can crop and resize later

paste the billboard as a new layer resize to your liking an dplace in the middle of the

canavs take the selection tool set to rectangle and make a selection on the board

part of the billboard then paste a tub eof choice over the selected area invert and

hit delete select none do the same 3 more times so you have 4 tubes/images on it

paste your tube of choice as a new layer and place to your liking paste a paper of

choice as a new layer place below all layers and add a mask of choice to it merge

group the mask layer paste the stars as a new layer on top of the mask layer

resize to your liking paste the ropes as a new layer resize to your liking duplicate and

place where you like pate the fan as a new layer resize duplicate and place behind

your tube

paste the cityscene as a new layer resize to your liking and place behind the billboard

paste a bow of choice resize duplicate as many as you like and place on the ropes

paste one of the sparkles resize duplicate and place to your liking paste the clapboard

champagne and fringe as new layers resize to your liking and place where you like

add any other elements to the tag add your filters and drop shadows crop and resize

the tag add your name copyrite info your credit if happy save as png
