Open a new canvas 700x700 72 dpi white we can crop and resize later paste frame 3 as a new layer resize if 

you like and place in the middle of the canvas take the magic wand and click inside the frame modify expand 

by 3 and paste a tube of your choice over the selected area invert and hit delete select none move below the 

frame layer paste a paper of choice as a new layer and place below all layers add a mask of choice to it 

merge group the mask layer

Paste a ribbon of choice as a new layer resize and place on the side of the frame paste the box and candles as 

 new layers resize to your liking and place these where you like paste the glitter as a new a layer duplicate and

put these where you like

Paste the leaves as a new layer resize to your liking duplicate and place these to your liking paste the butterfly

and décor 2 as new layers resize to your liking and place these to your liking paste an other ribbon of choice 

as a new layer resize and place to your liking paste the netting as a new layer resize and place under the frame

layer paste the hearts as a new layer resize and place to your liking paste any other elements to the tag if you 

like add your filters and shadows to the tag crop and resize the tag add your name and copyright info your 

credit if happy save as png
