open a new canvas 700x700 72 dpi white we can crop and resize later paste

Paste the frame as a new layer place in the middle of the canvas resize to your liking take the selection tool 

and make selection on the frame and then paste a tube of choice over the selected area invert and hit delete 

select none move

Below the frame do this for the rest of the frame

Paste the same tube as a new layer and place to your liking paste a paper of choice as a new layer place 

below all layers and add a mask of choice to it merge group the mask layer paste the stars as a new layer 

resize duplicate and place these where you like paste wire 3 as a new layer duplicate and place to your liking

Paste the number plate as a new layer resize to your liking image rotate to your liking and place where you 

like paste the screw as a new layer resize duplicate and place these on the frame paste a skull as a new layer 

resize duplicate and put them where you like paste the fan and hearts as new layers resize duplicate and place 

to your liking paste add any other elements to the tag if you like add your filters and shadows if you like crop 

and resize the tag add your name copyrite info your credit if happy save as png
