open a new canvas 700x700 72 dpi white we can crop and resize later paste frame 3 as a new layer resize 

to 

your liking and place in the middle of the canvas

Take the magic and click inside the frame modify expand by 2 and paste a paper of choice over the selected 

area invert and hit delete select none

Paste a tube of choice as a new layer and place to your liking paste a paper of choice as a new layer place

below all layers and add a mask of choice to it merge group the mask layer

Paste the bunny ,dice and a button as new layers resize to your liking and place where you like paste ribbon 

2,lollipop and streamer as new layers resize to your liking duplicate and place to your liking paste the shiny 

sprinkle as a new layer duplicate and place to your liking paste the wire as a new layer and place where you 

like paste the sparkles as a new layer duplicate and put them where you like

Add any other elements to the tag if you like add your filters and shadows crop and resize the tag add your 

name copyright info your credit if happy save as png
