Open a new canvas 700x700 72 dpi white we can crop and resize later paste frame 4 as a new layer resize if 

 

you like and place in the middle of the canvas take the magic wand and click inside the frame modify expand 

 

by 3 and paste a tube of choice over the selected area invert and hit delete select none move below the frame 

 

layer do the same for the rest of the frame then do as you did before but add a paper/s

Paste another tube of choice and place to your liking paste the text as a new layer resize to your liking and 

 

place where you like paste the banner as a new layer resize to your liking and place where you like paste the 

 

love hanger as a new layer resize to your liking duplicate and place these where you like paste arrow 2 as a 

 

new layer resize to your liking and place where you like

Paste test 2 as a new layer resize if you like and place below all layers paste the glitter as a new layer resize 

 

and place to your liking paste a paper of choice as a new layer add a mask of choice to it merge group the 

 

mask layer and place below all layers add any other elements to the tag if you like add your filters and 

 

shadows crop and resize the tag add your name copyright info your credit if happy save as png
