Open a new canvas 700x700 72 dpi white we can crop and resize later paste ele 45 (frame) as a new layer 

resize to your liking duplicate and place these as I have done take then merge them both together then take 

the magic wand click inside the now merged frame modify expand by 3 paste a paper of choice as anew layer

over the selected area invert and hit delete don’t deselect yet then add a tube/s of choice over the selected 

area and hit delete on each of them select none and move below the frame layer

Paste a paper of choice as a new layer an place below all layers add a mask of choice to it merge group the 

mask layer paste a ribbon of choice as a new layer resize duplicate and place on the frame layer paste 

element 65 as a new layer duplicate and resize these so they are a bit bigger than the frame and place under

the frame as I have done

Paste a bow of choice resize duplicate and place on the ribbon paste a key of choice as a new layer resize to 

your liking an place where you like paste elements 59 and 79 as new layers resize to your liking and place 

where you like paste a bow of choice and place on the frame paste element 14 as a new layer resize to your 

liking duplicate and place these under all layers but above the mask layer add any other elements if you like 

add your filters and shadows to the tag if you like crop and resize the tag add your name copyright info your 

credit if happy save as png
