open a new canvas 700x700 72 dpi white we can crop and resize later

Paste frame as a new layer rotate so the frilly edge is at the bottom duplicate

And place these side by side in the middle of the canvas merge them together paste your tube of choice as a 

new layer and place to your liking click on the frame layer and take the selection tool set to rectangle and 

make a selection on the frame paste a tube/s of choice over the selected area invert and hit delete select none

move below the frame layer paste a paper of choice as a new layer and place below all layers and add a 

mask of choice to it merge group the mask layer

Paste the text 2 as a new layer resize so it fits across the bottom of the frame paste the glitter garland as a new 

 layer duplicate and place these under the text paste the fan as a new layer resize to your liking duplicate 3

times and place these to your liking paste the glitter/champagne and glass 3 as new layers resize to your liking 

and place these where you like paste the pearls and sparkles as  new layers resize to your liking duplicate and 

place to your liking add any other elements to the tag add your filters and shadows crop and resize the tag

add your name copyright info your credit if happy save as png
