open a new canvas 700x700 72 dpi white we can crop and resize later

Paste frame 5 as a new layer resize to your liking and duplicate 2 times and place these to your liking take the 

magic wand and click inside one of them modify expand by 7 and paste a tube of choice over the selected

area invert and hit delete select none and move below the frame do the same for the other 2 frames

Paste a tube of choice as a new layer and place to your liking paste a paper of choice as a new layer move 

below all layers and add a mask of choice to it merge group the mask layer paste clouds as a new layer 

duplicate and place one below and one in front of the tube paste the scattered bling as a new layer resize so it 

fits on the cloud duplicate and place these one on the clouds

Paste the arrows and bow as new layers resize to your liking and place where you like paste the wings as a 

new layer resize to your liking duplicate and put where you like paste the leaves as a new layer resize 

duplicate and place these to your liking add any other elements you like to the tag add your filters and 

shadows if you like crop and resize the tag add your name copyright info your credit if happy save as png
