open a new canvas 700x700 72 dpi white we can crop and resize later

Paste the love as a new layer resize to you liking and place to your liking on the canvas paste a tube of choice

as a new layer and place to the side of the love paste frame 3 as a new layer place below all layers image 

rotate 35 to the left or right which ever you like making sure its behind the love layer then take the magic 

wand and click inside modify expand by 3 and paste a paper of choice over the selected area invert and hit 

delete select none move below the frame layer

Paste a paper of choice as a new layer add a mask of choice to it merge group the mask layer place below all 

layers paste cloud as a new layer resize if you like and place to your liking paste the scattered bling as a new

layer resize and place on the cloud paste the cupcake as a new layer resize to your liking duplicate and place

these where you like

Paste a bow of choice as a new layer resize to your liking duplicate 3 times and place these on the love paste 

the clock as a new layer resize to your liking and

Place where you like paste hearts 5 as a new layer resize duplicate and put these where you like add any 

other elements if you like add your filters and shadows if you like crop and resize the tag add your name
