Open a new canvas 700x700 72 dpi white we can crop and resize later paste element 15 as a new layer 

resize to your liking and place in the middle of the canvas take the magic wand click inside the frame modify 

expand by 2 and paste a paper of choice as a new layer over the selected area invert and hit delete select 

none move below the frame paste a tube of choice as a new layer and place on the paper layer paste another

tube of choice as a new layer and place to your liking

Paste element 66 as a new layer resize to your liking duplicate 3 times and place these on the corners of the 

frame paste a bow of choice as a new layer resize duplicate and place to your liking paste elements 56,53 and

58 as new layers resize to your liking duplicate and place these where you like

Paste elements 29,47 and 44 as new layers resize to your liking and place where you like paste a paper of 

choice as a new layer place below all layers and add a mask of choice to it merge group the mask layer add 

any other elements to the tag if you like add your shadows and filters if you like crop and resize the tag add 

your name copyright info your credit if happy save as png
